With Baron Jehan's announcement that he intends to retire in the next year, the Barony will once again need to hold an election. The Barony is going to reexamine our election process and Mistress Catrin o'Rhyd For will be helping Lady Caitriona with this project. There are many viewpoints to consider going into this election.
In true Carolingian fashion, we are going to seek out the opinions of Carolingians in a series of discussions. During these discussions, we will review the past election process; consider how the Barony has changed and whether the process accurately represents it; and gather people's thoughts on how to conduct future elections.
The discussions will be held during the potluck (5:00 pm) at Towers Project Day on Sunday, June 12th at the home of Peter and Arlyana; at the home of Seosamh and Khionya on Monday, June 27th at 7:00 pm; and at July Council, which will be held July 11th at MIT.
Once discussions are completed, a committee of five will meet to consider everyone's input and draft a system that will both represent the Barony's interests and meet with Kingdom's requirements. The members of the committee are: Lady Caitriona of Greenwood Isle; Master Kobayashi Yutaka (former seneschal under whom the process was created in 1995); Lady Eva Woderose (Exchequer and not present during former elections); Sir Seosamh MacDonald an Cruca O'Maille (who has been a landed baron); and myself (former seneschale who ran the 2001 election). We expect to distribute our work sometime in September so that people can read it in advance of October Council and discuss it there.
Baronial elections in Carolingia have a long history. The first Baron of Carolingia was made in 1971. When he disappeared from the Barony before stepping down, the Barony created the position of Vicar. The Vicar was elected by Council and acted as the ceremonial head of the Barony for a maximum term of six months. The position was retired in 1978, and Patri du Chat Gris was elected Baron. In 1989 Patri's wife, Barbara, joined him as Baroness. When Barbara and Patri announced their intention to step down in 1995, a baronial election process was chosen after presentations about various election methods to Council and many long discussions. This process was used in 1995. A similar process was used in 2001, although it was modified because of changes to East Kingdom Law and Policy and to simplify some of the steps.
We are requesting that people please hold off on any discussions about what they would like to see in an election process on the mailing lists and try to attend a discussion in person. The nature of a discussion is very different in person, and we would like to have them conducted that way as much as possible.
